• Owen began his career with the Canada Revenue Agency in 2007 as a GST/HST Accounts Officer at the Surrey Tax Centre. In 2009, Owen seconded to the Pacific Federal Council to manage a number of interdepartmental planning projects. Returning to CRA in 2010, he has held positions of increasing responsibility in Corporate Services, Human Resources, and Finance and Administration. Owen has played key roles in a variety of CRA projects relating to Emergency Management, Organizational Change, Leadership Learning, and Information Security.
• Owen holds a Bachelor's degree with specializations in Strategic Human Resources Management, Accounting Principles, and Learning Disabilities Education. Owen is an Integral Associate Coach, and received the 2015 CRA Award of Excellence in the category of Emerging Leader. Owen took home top honours on behalf of Pacific F&A at the first annual FAB Innovation Den in 2016.

• Owen a commencé sa carrière à l’Agence du revenu du Canada en 2007 à titre d’agent des comptes de la TPS/TVH au centre fiscal de Surrey. En 2009, il a été affecté provisoirement au Conseil fédéral du Pacifique afin de gérer un certain nombre de projets de planification interministériels. Depuis son retour à l’Agence du revenu du Canada (ARC) en 2010, il a occupé des postes à responsabilité croissante à la Direction générale des services d’entreprise, à la Direction générale des ressources humaines et à la Direction générale des finances et de l’administration (DGFA). Owen a joué des rôles clés dans différents projets de l’ARC liés à la gestion des urgences, au changement organisationnel, à l’apprentissage du leadership et à la sécurité de l’information.
• Owen est titulaire d’un baccalauréat spécialisé en gestion stratégique des ressources humaines, en principes comptables et en éducation avec troubles d’apprentissage. Il détient le titre de Coach intégral associé et a reçu le Prix d’excellence de l’ARC de 2015 dans la catégorie Nouveau leader. En 2016, Owen a remporté les plus hauts honneurs au nom de la région du Pacifique lors de la première édition du Coin de l’innovation de la DGFA.
